  1. Catch your own bad month early

    Your NTI drops 10%+ in a month while your municipality holds steady. That's an operational issue at your venue, not the market. Investigate the last 30 days before the customer-loss compounds.

  2. Time your TO contract renewal with the data

    Illinois terminal-operator contracts are mostly standardized. Length is the lever. Pull your 12–24 month NTI versus your municipality before renewal. Top half, lock in a longer term. Bottom half, shop other TOs.

  3. Verify your promo actually worked

    Compare your funds-in delta against your municipality's same-month delta. Outperformed by more than 5 percent and the promo worked. Matched the muni and the lift was just the market.
